| Young people are an important assets for a country’s development and also human resources for a future enhancement of the country’s competitive capacity. “Investing in young people is actually investing the future.” Therefore, full development of young people as resources is key to whether a country can have positive growth in a period of rapid transformations or not. Our Commission organized three “conferences for nationwide youth human resource development: youth employment enhancement” in different districts in July 2006, inviting people working in industry, government, and academia to get together. There were 534 participants altogether. On August 17, a nationwide conference was organized; where 468 people participated.
In the “Project for Enhancing Implementation of Youth Employment,” the conclusion of the conferences for nationwide youth human resource development is: youth employment enhancement is foundational. A package of the “great compassionate social welfare” and “industry and human resource” plans that the Executive Yuan has scheduled for the first stage of three-year economical development prospects of 2015 should be provided. The plans’ contents will be specified by the National Youth Commission, Ministry of Education, Ministry of Economic Affairs, Council of Labour Affairs, and the Council for Economic Planning and Development together. Then, after Executive Yuan approves the contents, our Commission will coordinate with other relevant departments to carry them out.
“Project for Enhancing Implementation of Youth Employment” re-examines the present situation and policies of Taiwan 's education, vocational training, and labor market from youth employment policies of the world. The thirteen items of policies in four aspects are proposed. First of all we need to strengthen employment capacity in upper secondary education and higher education. Through schools' formal educational system, youth employment capacity can be improved. Secondly, the present employment services and vocational training measures should be strengthened to help young people proceed to their professional careers smoothly. Thirdly, aiming at youths having high-degree employment difficulties, such as long-term unemployment or minority groups, resource collecting sets up an integrated individualized management mode to improve employment capacity, enhance positive employment, and achieve long-term stable employment. Fourthly, fairness of employment opportunities should be investigated in order to reduce unfairness resulting from sexes, physical and mental handicap, status, etc. Protection for labor conditions and interests and rights should be also enhanced for gradual increasing youths without normal type of employment. In implementing the project, besides channels being scheduled, a coordinative mechanism and cooperative platform for inter-departments and contacts among industry, government and academia is also constructed at the same time. It is hoped that the policies can be finally brought into full play.
The general goal of the project is: through educational adjustment, young people can obtain full employment capacity from formal education and competently handle the employment demands of “economy of knowledge and society of globalization.” Also, school education can be smoothly connected with career, especially for young people having physical and mental handicaps, and with sex- or ethnic-discriminated minorities being able to have a good start to their employment development.
