A. Project of Business Start-up Loans for Young Entrepreneurs
In order to help young people planning start up their business and strengthen ing their develop ing funds and structure of knowledge and capacity at their initial stage, the National Youth Commission has carried out a “Project of Business Start-up Loans for Young Entrepreneurs” since 2009. throughout t he four major dimensions – broadening training of knowledge and capacity, strengthening young entrepreneurs consulting guidance system, enhancing wide range of media advertisement, and planning control and management. It is hoped to achieve improvement of management ability for young entrepreneurs start up their business, to build up int egrated consultation and guidance service network, and to loosen regulations for business start-up loans. The valid length for building up business is extended from three years to five years. The regulation of only full-time-job people being able to apply is also dropped off . A consultation service hotline (0800-06-1689) is provided. Various business start-up programs are expanded. Customers-oriented consultation and guidance are given. Coordination and trust funds will be applied to cases jointly examined and recommended by our Commission. Rate of succeeding cases is transformed from 80% to 90%. We also coordinate with Council for Economic Planning and Development and cooperative banks to reduce loan rates. These detailed policies are expected to become a helpful force to support young people during the process of starting up their businesses.
B. Project of Eliminating “ Mosquito Houses ”
In order to coordinate with implementing “ Project for Local Industrial Development ” and helping youths ' diverse and creative planning for enlivening up unused places or “ Mosquito Houses ” , our Commission plans to start “ Youth Creative Project of Eliminating Mosquito House s ” which is “ Managing Project of Enlivening up Unused Places. ” Public calling for youths ' innovative teamwork ideas is needed. And then choosing potential and possible workable projects through contests should be made. Winners ' projects can be handed into to the governmental departments in charge with local “ mosquito houses. ” We are here to help provide more money into “ Local Industrial Development Funds ” and provide guidance measures accompanied with practical management. We also hope to integrate the government ' s resources with private sectors ' to drive forwards local industrial development and sustainable management together, a win-win situation, and effective enli venment of every unused space. Meantime, Youths ' innovative action and the start-up business force of local industries and the public ' s concern about the issue of unused places can be triggered.
C. Project of Improving Youths' Employment Capacity
Since improving employment capacity becomes a key issue and necessary policy of higher education reform, our Commission specially starts from “ strengthening function of career guidance. ” We hope to help link colleges ' and universities ' career guidance departments up with other relevant departments of inside or outside colleges and universities. And also methods of effectively improving youths ' employment capacity can be well thought out so that career guidance departments can support every level of the educational system. That ' s why we specially like to arrange and carry out the project.
D. Implementation Plan for Project of Graduates Heading for Workplace Internship of Non-Profit Organizations
In order to coordinate with Ministry of Education ' s “ Plan of Nurturing Excellent Talents to Advance Employment, ” our Commission has specially endeavored after 1,500 persons (extra 500 persons added to the original number). We have been in charge of implementation plan, that is to arrange college and university graduates (not including postgraduates) from 2006 to 2008 still waiting for employment and to send them to non-profit organizations to take internship. The project subsidizes one-year salary to these young people taking an internship. In addition to helping them link up with future employment smoothly, we also provide them some energy and special skills and assist these non-profit organization to get through the economic crisis and move successfully towards sustainable management and development.
E. Youngsters' On Light Project (the plan of training guidance providing vocational skills for youngsters finishing junior high schools but not continuing further studies.)
To help youngsters finishing junior high schools but not continuing further studies and still waiting for a job to carry on learning or enter workplace, the Government ' s various departments have discussed and analyzed many times. It is found that there are three reasons why youngsters finishing junior high schools but not continuing further studies and having found a job yet:
(A) Family's lack of money referring to domestic financial problem leads them unable to continu e school education.
(B) Their unfitness for school's regular education causes their low academic achievement, unwillingness to continue further studies, or entering senior high schools or vocational high school with difficulties and finally dropping out.
(C) Some of them who temporarily stop continuing further studies are willing to be employed but cannot find a decent job in the workplace because they have a poor academic degree and low skills at same time.
For youngsters who are unsuitable for normal education-based schooling in the first and second items leading to their low academic achievement or unwillingness or temporary cessation of further studies, but who are willing to find a job, the Commission schedules “ Youngsters ' On Light Project ” to help them with a four-month training program including the three major courses – career exploration, experience education and employment capacity training. In addition, we also arrange “ work experience ” in which trainees can get a working allowance. After completing the four-month training program, trainees will be helped by us to proceed with assessment. We will further help them to join various career training centers to take more training or simply return to schools for further studies according to their interests and willingness. If some want to find a job, we will arrange them to do a full-time internship in the workplace for two months. When training courses and full-time internships in the workplace are finished, we will continue looking at their cases and follow them up with guidance for three months.
F. Youth Policy Union Project
Youth Policy Alliance – implementing youth policy alliance and constructing a network platform for public policies
In order to expand youth participation in public policies, nurture young talents for policy research and teamwork, en hance their participation capacity, and construct a platform for their dialogues and advices, our Commission specially schedules implementation of “ Youth Policy Alliance. ” Activities such as youth policy forums, research and development contest for youth teamwork policy, one-day leadership internship experience, actions resulted from policy research and development, and so on can be arranged. Youths can experience them in a gradual manner so that individuals or teams can join different levels of activities about public policies. It is hoped that the Government ' s policy making can meet the public ' s common beneficent interest and expectations and young people can use intelligence and creativity to shine for themselves in the public domain. We invite all young people to join us and construct our Plan for Youth Policy Alliance together.
G. Taiwanese Young Knight Project
Taiwanese Young Knight Project – lending an impetus to work of Regional Peace Volunteering Team and constructing a service platform for national-level youth volunteers
In order to continue encouraging young people's positive participation in volunt eering service, concerning the international world, and caring native development, our Commission specially plan to drive “ Taiwanese Young Knight Project.” We set up “ Regional Peace Volunt eering Team,” positively integrate the Government's resource with private sectors', and construct a mechanism for advancing policies. Focusing on the six major service dimensions – education, community, environment, culture, health and technology, we promote diverse volunt eering service projects at home and abroad. Meantime, we also schedule construction for locations fostered in the long run, for a platform of bridging young volunteers' needs and demands, for service of guiding youth teams to enter and be stationed, and for contributing a link between youth service and future careers. In addition, a service and guidance mechanism for a gradual from-easy-to-difficult process is designed as an encouragement measure so that young people can develop themselves from a one-time volunteer into a lifelong one. We welcome all young people to join us and work for the Taiwanese Young Knight Project together.
H. Youth Travel in Taiwan Project
To develop Taiwanese youths ' trekking tour culture, encourage them to travel all over Taiwan to know their own land, and hope that Taiwan becomes a destination for international students while traveling around Asia .
