Workplace Experience for Youth

The National Youth Commission of the Executive Yuan has organized the Third Stage of the “Workplace Experience for Youth”. It is estimated to open with matchmaking practical trainings in January 2008. The “Workplace experience for youth” has been organized by the Council for Economic Planning and Development, Council of Labor Affairs and the National Youth Commission jointly; the National Youth Commission is responsible for the main task execution.

This program has the object of vocational/high school graduates or more, with 18-29 years of age. The different enterprises provide the practical training application, and the quota will be given after review of the application. The young people who only have to submit their resume on the Internet, may browse vacancies for the practical training on the internet and fill out the wishes; then the enterprises select the young candidates for a three-month practical training. In addition to carrying out the practical trainings according to the plan, during the practical training, the enterprises must assign a tutor. Apart from establishing a special website for matchmaking both sides, the National Youth Commission also provides training subsidies and labor insurance.

After presenting the program of “Workplace Experience for Youth” at the end of 2003, it was characterized by letting the young people learn by doing, with the purpose to increase the employment ability of the young people. It matched 1666 persons in 2004, 2147 persons in 2005 and 5867 persons in 2006 respectively; in the first and second stages in 2007, it matched 2530 persons. There is a total investment of NT$ 350 million on this program, and a total of 12,210 persons who participated the practical training. From the statistics we discovered that 65% of the people have completed the training. About 90% of the people who have completed the training have remained in the same workplace and became regular employees. From the tracing process we discovered that the employment rate of the participants is over 85%, which shows an excellent efficacy.

The National Youth Commission coordinates with the “Star Teams of Workplace—Experience Plan of the Youth's Professional Life with Heart”, it has promoted the third-stage plan. The subvention provided by the National Youth Commission is NT$ 8000 originally per month per person, in order to encourage the enterprises to employ the relatively weaker-force ones, the National Youth Commission has changed the subvention of the third stage into a classified subvention system: the first class is the enterprise who employs the aborigines, disabled people, people from families of low income, or the service objects of Weaker-Force Family Bailing out Poor Plan that the subvention granted by the National Youth Commission has been increased to NT$ 10,000; the second class is the enterprise who employs the university graduates without work experience, or the university graduates with work experience less than 6 months that the subvention is still NT$ 8,000; the third class is for the general youth with the adjusted subvention of NT$ 6,000. Furthermore, in order to coordinate with the amendment of the legal minimum wage, the subvention during the practical training will be increased from NT$ 11,000 to NT$ 12,096 at least, the difference from the subvention of the National Youth Commission shall be made up by the enterprises.

The National Youth Commission has begun to recruit the enterprises and examine the provided practical training opportunities, and has opened the login system for the youth through Internet. The matchmaking practical trainings are estimated to be started in January of 2008. It is hoped that the young people can find a suitable profession through the work trial, and understand their own advantages and disadvantages at the moment of job-seeking, at the same time, accumulate the professional experience in order to enter the labor market more successfully.
